The agreement was revised as part of the Johnson Ministry`s renegotiation in 2019. The amendments adapt about 5% of the text.  The provisions on citizens` rights were adopted by the UK and the EU in the draft Withdrawal Agreement of March 2018. There is no modification or addition of content, except in the provisions relating to the rights of nationals of Iceland, Liechtenstein, Norway and Switzerland. BBC editor-in-chief Laura Kuenssberg said the deal contained a British “backstop” meant to prevent new border controls in Northern Ireland. The single customs territory would include all products except fishery products, and would include “the corresponding obligations on a level playing field and appropriate enforcement mechanisms to ensure fair competition between the EU27 and the UK”. .
